What keeps governments from outlawing payments to government programs with Bitcoin as well as outlawing currency exchange between digital currency and the fiat currency they control? All this takes is for the powers to be to determine that an independent financial system is a threat to national security and all kinds of civil rights violations become authorized.

What if you are not allowed to pay utilities in bitcoin? Where do you get electricity to access your wallet to pay p2p?

Do you talk about total electricity blackout? Because with available electricity and internet its completely impossible to prevent me to access my funds if I hold my own keys. Also I can still pay utilities in local currency or move to a country which is more Bitcoin friendly. After all, people should change their governments if they start to overreach their power, like in Canada etc.

What if you can’t pay your electric bill or buy any domestic goods with bitcoin? I don’t think you are giving an authoritarian government enough consideration as to how far they will go to control currency. You have to pay for the electricity you use. And the things you need for daily consumption. If the government decides it’s in their best interest to outlaw bitcoin use and subsidize corporate entities to do the same they will. They can control how you can pay for things inside their borders
